My 1993 Savage has never had a sealing washer on the sppedo cable from new. The cable has never leaked. Last month the cable snapped and the new speedo cable come complete with a sealing washer.
So I presume the washer is a modification made to later models to act as a second line of defence if the oil seal in the engine fails.
